SUMMARY OF ORDINANCE 2019-01

AN ORDINANCE OF THE SAN JOAQUIN REGIONAL RAIL COMMISSION
CREATING A STATION/FACILITIES DEVELOPMENT COMMITTEE OF THE SAN
JOAQUIN REGIONAL RAIL COMMISSION AND DELEGATING DECISION MAKING
AUTHORITY TO THE COMMITTEE

The San Joaquin Regional Rail Commission will be asked to adopt proposed Ordinance 2019-01 (“Ordinance”) creating a Station/Facilities Development Committee (“Committee”) of the San Joaquin Regional Rail Commission and Delegating Decision making Authority to the Committee at its regular meeting on Friday October 4, 2019.  The Committee will be comprised of four (4) members and have authority to make decisions over all matters involving station and facility improvements located north of Stockton California in the Sacramento Service Corridor and the Stanislaus Service Corridor between Lathrop and Ceres California.  The proposed Ordinance would expire and the Committee cease to exist upon completion of the last station and/or facility improvement.  The proposed Ordinance is comprised of the following Sections that will govern the Committee:

Section 101     Definitions
Section 102     Committee Appointments and Qualifications
Section 103     Committee Officers
Section 104     Term of office and filling vacancy
Section 105     Meetings
Section 106     Powers and Duties
Section 107     Appeal of Committee Decisions
Section 108     Term of the Committee

The Ordinance will be presented to the Commissioners of the San Joaquin Regional Rail Commission for its second reading and adoption at its regular meeting at 8:00 a.m. on Friday October 4, 2019, at the Robert J. Cabral Station, South Hall Meeting Room, 949 East Channel Street Stockton, CA 95202.  If adopted, the proposed Ordinance would take effect on the 30th day following the publishing of the Ordinance after its adoption and following publication or posting of the adopted Ordinance. A certified copy of the full text of the proposed Ordinance is posted at the Office of the San Joaquin Regional Rail Commission located at Robert J.
